I&#039;m no constitutional scholar, but I&#039;m pretty sure that a preemptive arrest would be unconstitutional.

I do agree though that our &quot;straw man&quot; approach to maintaining security is ineffective.  The continued near-success of terror attempts certainly does not assuage our fears of future attacks.</description>

Also what should people do when they find &quot;potential terrorist&quot;. Tell the police? They won&#039;t have resources to go after every &quot;I suspect that my facebook friend is a terrorist&quot;-case.
